Knowledge Base for the Development of Detention Houses in the Czech Republic

Project objective:

The objective of the project is to create, with the active participation of all stakeholders, a knowledge base for the development of small-capacity detention houses in the Czech Republic, which will serve as a foundation for further conceptual steps and structural solutions.

Sub-objectives:

  • Compile a review of available experience and determine priorities for the development of prototypes (KA1)
  • Create and test possible prototypes of solutions (KA2)
  • Establish cooperation and ensure the participation of all relevant stakeholders in the creation of solutions (KA3)

Summary:

Within the project, we want to find out in what form and with what tools it is appropriate and possible to develop the concept of detention houses and the principles of RESCALED in the conditions of the Czech Republic. The output will be a knowledge base for the development of detention houses in the Czech Republic, which will form the basis for further conceptual steps. The Prison Service of the Czech Republic is involved in the project, and other relevant actors will also be involved. The project builds on the existing activities of the Czech RESCALED office and the cooperation between the RUBIKON Centrum and the Czech Prison Service in this area.

Key activities:

  • KA1 Identifying needs and deepening knowledge
  • Activity will involve research, analysis, and interpretation of the information obtained. Based on this, 2–3 solutions will be prioritized and selected for prototyping.
  • KA2 Creation and testing of possible solutions
  • Following on from the outputs of KA1, 2–3 prototypes/proposed solutions will be developed; we expect that at least one of these solutions will be a detailed description of a model of a small-capacity detention house, which is new to the Czech environment.
  • KA3 Establishing cooperation and co-creation with all important actors

The development of solutions will take place with the active involvement of relevant actors. The Czech Prison Service will play a key role, and other relevant actors will also cooperate (Ministry of Justice, Probation and Mediation Service, Ministry of Labor and Social Affairs, non-profit organizations, other service providers, local government representatives, people with lived experience of serving a sentence), thereby placing the preparation of innovative solutions in the perspective of the broader ecosystem in which prisons operate.
